PM: RCI GIVEN SIX MONTHS TO INVESTIGATE PROBLEMS ON ILLEGAL IMMIGRANTS IN SABAH
KOTA KINABALU, Aug 11 2012 (Bernama) -- Prime Minister Datuk Seri Najib
Tun Razak in announcing the details and terms of reference on the
setting up of the Royal Commission of Inquiry (RCI) on Illegal
Immigrants in Sabah here Saturday, said it would be given six months to
complete its investigation on the influx of illegal immigrants in Sabah.
He said the six months period would begin from the date the instrument
of appointments were issued to the RCI chairman and panel members and
that the report would be submitted to Yang di-Pertuan Agong.
The commission will be chaired by former Chief Judge of Sabah and
Sarawak Tan Sri Steve Shim Lip Kiong while Domestic Trade, Cooperatives
and Consumerism Ministry secretary-general Datuk Saripuddin Kasim has
been appointed as the secretary.
The RCI will have four commissioners namely former Universiti Malaysia
Sabah (UMS) vice-chancellor Prof Datuk Dr Kamaruzaman Ampon, former
Sabah Attorney-General Tan Sri Herman Luping, former Sabah State
Secretary Datuk K.Y Mustafa and Malaysian Crime Prevention Foundation
deputy chairman, Datuk Henry Chin Poy Wu.
The federal government's proposal to set up the commission under the
Commissions of Inquiry Act 1950 had received the consent of the Yang
di-Pertuan Agong, he told reporters after a meeting with state Barisan
Nasional (BN) leaders at the Umno Building near here.
Also present was Sabah Chief Minister Datuk Seri Musa Aman.
The prime minister also announced the terms of reference for the
commission, which was to investigate the number of immigrants in Sabah
who were issued identity cards or citizenship.
He said the investigation would focus on whether the issuance of the
blue identity cards or citizenship to the immigrants was made based on
the law.
The commission will also investigate whether those who obtained the
blue identity card or temporary identification receipt (blue) or
citizenship illegally were registered in the Electoral Roll, he added.
Apart from that, Najib said the RCI would also investigate whether the
relevant authorities had taken any action or made efforts to improve
standard operating procedures, methods and regulations to avoid
non-uniformity with the law in regard to the matter.
Further investigation was also needed in matters pertaining to the
standard operating procedures, methods and regulations on the issuance
of the blue identity cards or citizenship to immigrants in Sabah by
taking into account international standard and norms used in Malaysia,
he added. "It will recommend amendments or changes to strengthen or
improve the standard operating procedures, methods and regulations," he
added.
Najib said the RCI was also set up to find the cause for the increase
in the population in Sabah, based on several categories, namely, Sabah
people residing in the state, including those who had been issued with
blue identity card and citizenship through birth certificates (late
registration), foreign workers (including family members), illegal
immigrants (including family members) and refugees, as well as the
effects on the number of voters in the electoral roll.
"We also investigate the social implications on the society in Sabah
arising from the issuance of the blue identity card or citizenship to
immigrants and the number of immigrants in Sabah who have been given the
blue identity card or citizenship by taking into account their status
as stateless people," he said.
Najib said the setting up of the commission proved the federal
government's high commitment to investigate issues pertaining to
immigrants in Sabah.
He said the government hoped that the Sabah people would benefit from
the setting up of the commission and give their support to the
government's efforts to look for the best strategy and approach to
address the problem.
KOTA KINABALU, 10 Feb (Bernama) -- Perdana Menteri Datuk Seri Najib Tun Razak dijangka membuat pengumuman mengenai Suruhanjaya Siasatan Diraja (RCI) mengenai pendatang tanpa izin di Sabah ketika lawatannya ke sini minggu depan.
Menteri Sains, Teknologi dan Inovasi Datuk Seri Dr Maximus Ongkili berkata mesyuarat kabinet terkini telah membincangkan perincian mengenai cadangan RCI itu.
"Memang tidak mustahil beliau akan buat pengumuman itu jika anda semua bertanya kepada beliau mengenainya," katanya kepada pemberita, di sini Jumaat.
Beliau yang ditemui selepas taklimat perkembangan Koridor Pembangunan Sabah diminta mengulas status terkini cadangan RCI yang menjadi topik hangat pemimpin di Sabah baik dari Barisan Nasional (BN) mahupun pembangkang.
Katanya beliau yakin Perdana Menteri akan membuat pengumuman mengenai perkara itu yang sememangnya ditunggu-tunggu rakyat Sabah, secepat mungkin.
Najib dijangka mengadakan lawatan dua hari ke Sabah bermula 16 Feb ini.
Ongkili yang juga Timbalan Presiden Parti Bersatu Sabah berkata semua pemimpin parti komponen BN Sabah mahu isu tersebut diselesaikan.
"Kami mahu RCI yang bukan sekadar menghasilkan keputusan terbuka tetapi lebih daripada itu dalam menangani isu pendatang tanpa izin ini.
"Bagaimana ini berlaku, siapa yang terlibat dan apakah tindakan ke atas mereka yang terlibat. Ini RCI yang tipikal...selalunya dengan keputusan terbuka," katanya.
Ditanya mengenai penambahbaikan proses pilihan raya, Ongkili yang juga Pengerusi Jawatankuasa Pilihan Khas Penambahbaikan Pilihan Raya (PSC), berkata Suruhanjaya Pilihan Raya (SPR) menerima enam daripada 10 usul yang dikemukakan PSC.
"Satu daripada cadangan itu ialah penggunaan dakwat kekal dalam semua pilihan raya. Jika semua berjalan dengan baik, langkah ini akan diwartakan pada 15 Feb ini...boleh diguna pakai jika Perdana Menteri umum adakan pilihan raya lebih awal tahun ini," katanya.
Katanya menurut SPR, tempoh tiga hari yang diberi kepada calon untuk menarik diri selepas hari penamaan calon juga sudah dimansuhkan dan peraturan tersebut akan diwarta pada minggu pertama April ini.

Beliau berkata Datuk Seri Najib Tun Razak akan mengumumkan perkara tersebut pada sidang media sempena sambutan Hari Polis.
"Pada ketika ini Kementerian Dalam Negeri (KDN) telah pun "menjalankan kerja" bagi mengenal pasti dalang insiden itu yang sehingga kini telah mengorbankan 10 anggota keselamatan dan 63 pengganas," katanya kepada pemberita pada Sabtu.
Hishammuddin yang juga anggota Parlimen Semberong berkata demikian selepas majlis perasmian Pusat Giat Semberong di Dewan Taman Sri Lambak, di sini.
Sementara itu, beliau berkata KDN telah bekerjasama dengan agensi perisikan serantau bagi menyiasat dan mengenal pasti dalang insiden pencerobohan kumpulan militan dari selatan Filipina di Sabah.
Menurutnya, Cawangan Khas Polis Diraja Malaysia (PDRM) juga menjalin kerjasama rapat dengan National Intelligence Coordinating Agency (NICA) Filipina.
"National Intelligence Coordinating Agency, Filipina memang mempunyai kerjasama yang rapat dengan Cawangan Khas kita. Kita mendapatkan maklumat (perisikan) terkini berhubung kait dengan pembabitan pihak ketiga selain daripada maklumat tentang kumpulan (Jamalul) Kiram (pemimpin pengganas Sulu).
"Ia juga (maklumat perisikan) sama ada membabitkan MILF (Barisan Pembebasan Islam Moro) ke, kumpulan Nur Misuari (bekas pemimpin Barisan Pembebasan Kebangsaan Moro (MNLF)), kepada pihak-pihak politikus atau pengganas-pengganas tertentu," katanya.
Jelasnya, kerjasama baik di antara Kuala Lumpur dan Manila terbukti baru-baru ini apabila kapal pengawal pantai Filipina menahan 38 penceroboh di perairan Tawi-Tawi apabila mereka cuba balik ke republik tersebut.
KDN, katanya, telah mewujudkan rangkaian kerjasama yang baik dengan agensi perisikan serantau sejak daripada dahulu, bertujuan memastikan rantau ini terus kekal aman dan stabil.
Hishammuddin berkata, hubungan perisikan baik bukan sahaja terjalin di antara Malaysia dengan Filipina tetapi juga dengan Aseanapol dan secara kerjasama dua hala seperti dengan Indonesia.
